Erie County Requirements for Firearms Instructors

Firearms Instructors are now required to self-certify that they are a Duly Authorized Instructor pursuant to New York State Penal Law section 265.00(19) and that the course curriculum for the NYS Concealed Carry Firearm Safety Training they offer meets the requirements of New York State Penal Law section 400.00(19).

1. Fill out the new Erie County Firearms Instructor Contact form (“Instructor Contact form”)

  1. Copies of this form are available at the Erie County Pistol Permit Office (“Pistol Permit Office”) as well as on our website 
  2. This form is to be filled out and submitted by Firearms Instructors (“Instructors”) to the Pistol Permit Office
  3. This form does not need to be signed or notarized. 

2. Fill out the new Erie County Firearms Instructor Certification of Compliance with NYS Concealed Carry Firearm Safety Training Requirements form (“Instructor Certification form”)

  1. Copies of this form are available at the Pistol Permit Office as well as on our website.
  2. This form is to be filled out and submitted by Instructors to the Pistol Permit Office
  3. This form must be both signed and notarized

3. On a separate sheet of paper, provide a description of the NYS Concealed Carry Firearm Safety Training you offer (“Course Curriculum”) as a Firearms Instructor

  1. No specific form needs to be used to document your course curriculum
  2. This information is to be provided by Instructors to the Pistol Permit Office
  3. This does not need to be signed or notarized 

4. Submit the Instructor Contact form, the Instructor Certification Form, and a sufficient description of your Course Curriculum to:

  1. Erie County Pistol Permit Office, 92 Franklin Street, Buffalo, New York 14202

5. After the submitted materials have been reviewed by the Erie County Firearms Licensing Officer: 

If the Licensing Officer finds that the Instructor meets the requirements

  1. The Licensing Officer will notify Instructors of the determination by mail
  2. The Licensing Officer will submit the Instructor Certification form to be recorded with the County Clerk
  3. The County Clerk will notify via email the instructors of their Liber and Page for their Training Completion Certificate
  4. Instructors can request to have their information appear on the Pistol Permit Office’s website by replying to the Liber & page email

If the Licensing Officer finds that the Instructor does not meet the requirements 

  1. The Licensing Officer will notify Instructors of the determination by mail
  2. The submitted materials will be not recorded with the County Clerk

6. The Instructor must complete and provide an Erie County Instructor Certification of Firearms Safety Training Requirements form (“Training Completion Certificate’) to each individual that successfully completes an NYS Concealed Carry Firearm Safety Training pursuant to their instruction

  1. Prior to completing or providing this form to course graduate, Instructors should first have completed Steps 1-5 above and been notified that the Licensing Officer has deemed them compliant with New York State Penal Law sections 265.00(19) & 400.00(19)
  2. Copies of this form are available at the Pistol Permit office as well as on our website
  3. This form is to be filled out by Instructors and provided to those who successfully complete NYS Concealed Carry Firearm Safety Training with them
  4. The Liber and Page information that this form requests correspond to the Liber and Page number indicated on the email to the Instructor (See Step 5c above).

If an Instructor forgets their Liber and Page information, they can obtain it again by searching the instructor’s name using the County Clerk’s Office’s public search application and look for “doc type 918,” which is the document type that corresponds to Instructor Certification Forms
