Pistol Permit Application Process

To apply for a pistol permit, applicants must be at least 21 years of age

Applications and Forms

  • Application Bundle
    • County Application: PPA-4R (Rev 9/22) – complete in full.
    • State Application: PPB-3 (Rev 8/22) – complete in full, no photocopies, and must be notarized on the back under “Jurat” by a Notary Public or Commissioner of Deeds.
  • Additional Arrest Record Form (if applicable).
  • Rules for Character References:
    • All references must live in Erie County, NY.
    • References cannot be relatives or romantic partners of the applicant.
    • If a reference needs to be replaced after applying, use the Character Reference Replacement Form.

Required Documentation

  • One (1) black-and-white or color photograph (2” x 2”).
  • Four (4) character references with signatures.
  • Valid email address to receive updates during the process.
  • Certificate of completion from a Handgun Safety Course by a duly authorized instructor.
  • Review the FBI Privacy Statement Act
  • Copy of driver’s license or non-driver ID.
  • Copy of Social Security card or W-2 with full SSN.
  • Copy of fingerprint receipt.
  • Certificate of disposition for all arrests, including sealed cases and DWIs (except traffic infractions).
  • Documents required for a Business Protection Permit (if applicable).
  • Proof of citizenship and/or immigration documents if born outside the U.S.

Fingerprinting Requirements

  • Must be fingerprinted before submitting your application (no more than 30 days prior).
  • Book an appointment at Identogo or call 1-877-472-6915 (Service Code: 151Z1G).
  • Important: Using the correct service code is mandatory. Failure to do so requires re-fingerprinting.
Payment
  • $20 payable to Erie County Clerk.
Submission
  • All applications must be submitted in person by the named applicant.
Application Process After Submission

Once your application is submitted and a valid email is provided, you will receive updates throughout these steps:

  1. Your application is recorded and pending investigation by a police agency.
  2. The police agency conducts the investigation.
  3. Upon completion, the application is forwarded to the Licensing Officer for review.
  4. After review, an approval or denial letter is issued and sent to you.
