Joseph Noeth to Serve as Jail Management Division Superintendent

BUFFALO, N.Y. – Erie County Sheriff John C. Garcia announces the selection of Joseph Noeth to serve as Superintendent of the Erie County Sheriff’s Office Jail Management Division. Noeth will replace Michael Phillips, who is retiring as Superintendent on January 1, as leader of the Division in charge of operations at the Erie County Holding Center and Erie County Correctional Facility. 

Noeth brings decades of correctional experience to the Erie County Sheriff’s Office, having worked 32 years with the New York State Department of Corrections and Community Supervision (DOCCS). He retired in 2024 as the Deputy Commissioner for Correctional Facilities. In that role, Noeth oversaw all operations at New York State’s 44 correctional facilities. He was also responsible for supervision of fire and safety protocols, incarcerated individual discipline, the Security Information/Staffing Unit, Crisis Intervention Unit, Corrections Emergency Response Team and Correctional Facility Operations Specialists. Prior to his service on the Executive Team, Noeth worked in ten DOCCS facilities across the state and also served as Director of the agency’s Crisis Intervention Unit from 2013-2015.

He also brings a proficiency in drug awareness to the Erie County Sheriff’s Office, which will foster safer environments for incarcerated individuals and staff at the Erie County Holding Center and Erie County Correctional Facility. We enthusiastically welcome him to the team and are eager for him to get started.”
