American Public Works Association Western Branch Recognizes $11.7 Million Project
ERIE COUNTY, NY— The Erie County Department of Public Works’ Borden Road Rehabilitation Project Phase 1 has been named “Public Works Project of the Year 2024” by the American Public Works Association Western Branch. An $11.7 million project that is fully county-funded, the 3.5-mile Road Rehabilitation is being completed in multiple phases; Phase I is now complete, Phase II is under construction and anticipated to be finished this summer, and Phase III is scheduled for Spring 2026.
“The Borden Road Rehabilitation Project has been a comprehensive and in-depth construction process involving tight schedule management, numerous types of work being completed simultaneously, and the need for flexibility across the board,” said Commissioner of Public Works William Geary. “Our crews and contractors have been doing outstanding work and they deserve the credit for this award. This is a major investment that will result in better, safer, more modern infrastructure along this route.”
Objectives of the Borden Road Rehabilitation project include:

Improve the current hydraulic conditions through drainage system rehabilitation and
reconstruction. The drainage structures and drainage inlets were in poor to serviceable condition along the length of the project. Improvements were implemented to increase the hydraulic capacity and minimize pavement spread and interceptor overload. In conjunction with the
drainage system reconstruction, the project featured water main and sanitary sewer upgrades.

Restore pavement to good condition using cost effective pavement treatments which provide a service life of 10 years. This project additionally improved roadway conditions through
pavement rehabilitation and resurfacing. Highlights of the pavement and sidewalk rehabilitation component of Phase I include asphalt milling and overlay of 1.15 miles of urban minor arterial, including one bridge within the Phase I limits (three bridges total in the entire project); concrete curb, gutter, and sidewalk installation; and curb ramp installation and replacements along with appropriate sizing of shoulders and sidewalk connections to improve multimodal connectivity.
